This update includes minor bug fixes in Mail and iChat, as well as a bunch of other things. But most importantly, it provides you with the option of disabling the transparent menu bar!

To block certain apps for certain users, go to System Preferences -> Parental Controls. Then highlight the user to be limited and select the “System” tab. Then check “Only allow selected applications”, and choose from the list (put a check next to each of the applications you wish to ALLOW them to use).
