A cool new feature in Leopard in the Dock is the ability to override the default dock magnification setting. Simply hold down Shift-Control while mousing over the Dock, and the override should take effect. If your magnification was previously set to off, the Dock should magnify now. If it was set to on, the Dock should remain the same size when you mouse over it.
