Recently I showed how to Get Easy Keyboard Access to Dock. Gaining access to the menu bar is done in a very similar way. Simply press Control-F2 and the Apple logo in the top right corner should be highlighted. If you have a Mac with the F3 key already configured to another function, add Fn to the key combination.
